Red Hulk in Civil War?

I think its happening, I'm pretty sure Red Hulk is going to be the reason for the Registration Act. Ross already secretly is Red Hulk and he probably loses it when he see's Bruce or something and the resulting fight is what forces Tony's hand to enforce the Registration Act. They don't really have any characters that could blow up an elementary school, but introducing a Red Hulk isn't too far of a stretch. Especially with the popularity Hulk has been gaining, studio executives are just thinking, "Add another Hulk, make him more destructive, the fans will go crazy."

This would be amazing for the average movie-goer to watch. They won't know what's happening! They could make a good Thor clone moment, Stark uses Banners work to turn Thunderbolt Ross into The Red Hulk as a counter to Caps Team, Red Hulk goes too far and smashes a hero to death.

I can see the potential for it, but honestly I think it would be a better idea if the have Ross dig Blonski out of the woodwork. If you guys remember, he's still alive, and he was significantly stronger than the Hulk already. Having Ross become red Hulk would not only demean that value of having Hulk on the screen, but it would also kind give the guys at marvel a reason to completely disregard abomination, who was a pretty cool villain in his own right.

It could work, but I'd prefer if they chose another route.

I honestly can't tell if this is a good or bad idea. It's one of those things that could be great or terrible with really no in between.

I think the question is will the event that leads to the registration law be just a random act or a planned one designed to control people with super heroes with a new villain(not new in the comic sense but in the mcu sense) who is pulling the strings. I tend to think there will be some villain involved that the heroes will end up uniting to defeat.
