Those are kind of large jumps in feelings. I would say he's an 7 or 8 or so in terms of character design and personality.

Scarecrow is cool, I'll wait to see what he does in Arkham Knight before deciding how awesome he is.

Honestly though, Arkham everything is great, the only bad thing was Bane, who was much better in Origins and based on the comic tie-ins he seems to be moving into that mold a little bit in Arkham Knight.
