This battle will really be hard for both characters here but I think Parasite can pull of the win here slightly

And let me explain, Parasite absorbs energy, and he needs to touch.

Captain Cold power is--cold( meaning a lack of energy) and he can attack from a distance. So Parasite will have nothing to drain, because he won't be able to touch Captain Cold and Captain Cold can diminish Parasite's energy. And another 3rd point is Parasite is only as big and powerful when he absorbs a power house like Superman. He is not always super strong.

I hope that makes up for my Punisher comment.
