Shazam the wizard is a different entity from Zeus and the two generally dont have anything to do with one another other than in collaborating about Captain Marvel, Zeus and the others provides Billy and the others with power, but it's the Wizard that provides on hand support and guidance.
On his own Shazam isn't as powerful as the Spectre, probably not even as powerful as any of the gods powering the Captain, but because he is the custodian of the Rock of Eternity, he is able to draw on it and all the power it contains and magnify his powers to colossal levels that might be able to stave off the Spectre for a while, but probably not be able to really defeat it. Like they were both in odd places when the Wizard eventually died (again); the Spectre was without a host a acting mostly on Old Testament instincts and the Wizard was depleted not only from the fight you posted, but from the Spectre's rampage that had nearly destabilized magic as it was.
Regarding how powerful Billy/White Marvel/Lord Marvel etc. was in this state... kinda depends on where he is, because he was more or less bound to the Rock of Eternity and couldn't leave it for very long. But his effect on the world could be whatever he wanted, since he was the new guardian of magic and was the one who rewrote Black Adam's power word near the conclusion to WW3 to get around the fact that his benefactors wouldn't take the power from him.
As for beating the Spectre, Billy managed to drive him off with the collective aid of nearly every magical entity and realm left in Day of Vengance. But killing the Spectre can only be done so with the authority of God, which in the books means stabbing him with the Spear of Destiny or Michael Demigurgos appearing.
