I think Stan Lee and Ditko handled this to with Spider-Man in the beginning issues. I think Peter got sick from the snow and his suit shrunk from the rain. I think by now he has different suits like Batman for different weather.
Not sure about others like Captain America, but Superman has his powers. I am sure if he can withstand bullets he can withstand rain and snow. Hulk too. Maybe Wonder Woman too.
Namor and Aquaman live under water so they don't have to deal with it till they are above. But Namor did team up with Hulk in the snow and it didn't seem to bother him.
Storm can control the weather.
Good call. Furthermore, if Namor and Arthur can readily go from freezing crushing depths of the ocean to room temperature at sea level...I can't imagine anything less than storms on Jupiter will particularly phase them. Heck, bullets or even freeze rays should be dicey at best against them.
I'd imagine for the established "normal" heroes, they have enough pull with the Reeds, Starks, or Waynes of the world to get some threads that are pretty weather agnostic (ie useful in a lot of different conditions).
