Iron Man: Obadiah Slane was an excellent villain, always overlooked.
IM2: Whiplash was pretty cool and menacing, and took War Machine and IM to defeat him and his drones. Not too bad IMO
IM3: The concept of Mandarin was amazing (the reveal was saddening), and Killian was just underwhelming at the end. Overall weakest of IMs
Cap: Red Skull decent and semi-menacing for the time period they established, not enough screen time and development as RS IMO
Cap2: Winter Soldier was amazing (and a villain in the movie despite mind control), The origin of crossbones was handled well and the character was pretty cool and held his own. Pretty good showings
GotG: Ronan was pretty serious, menacing, ruthless and awesome, but the dance-off makes everything else he did somehow null and void. Nebula was a decent villain despite little screen time.
Thor: Loki was a good villain and about as devious as Loki normally is in comics (god of mischief, guys). overall the movie was weak, but Loki and his destroyer were pretty strong parts of it.
Thor 2: Malekith was a decent villain in an overall decent movie.
Avengers 1: Loki was good, again, but that's nullified in a lot of peoples minds with the Hulk slamming him (pretty sure bruce tosses loki around in the comics too soooooooooo........)
Avengers 2: Ultron was a great villain with a bigger picture threat that people cant seem to wrap their heads around. most common complaints are that his voice isn't to their liking and that (though mirrored off TONY STARK's PERSONALITY) he made jokes. booo frickin hooo. Great villain
Daredevil: Kingpin had the most time to develop due to being on a show and was a great villain.
