Tarene has shown up at some big times and pulled off some big feats. then afterwards she goes back to being a silly bubbly girl or disappears all together, and in Secret Invasion was of course replaced with a Skrull.(instead of fighting alongside Thor and Asgard)

I think she should get a name that is her own that isn't apart of a existing character. Thor Girl It's not much different than She Hulk.

Thundra is definitely underrated. Though she is starting to get more respect and is showing in more comics. I still think writers should take the next step and include her onto a team like the new avengers or something.
Captain Atom, he's about as strong as Superman, can fly, as has some pretty impressive Quantum energy powers. He was the star of Charlton comics before DC bought him and the Blue Beetle. The guy should be handled better, with a new creative team and his own on going title again.

LOL, that just... wow. Personally i feel that Nightwing (or Dick Grayson since he's now Batman) is underated in his crime fighting abilitites because he is always compared to Bruce Wayne, but many people fail to see his virtues.
Classical outsiders, such as Geo Force, Black Lightning and Metamorpho are kinda underrated as well. I think that Iron fist isn't as much underrated (at least on comicvine) but more like underapreciated. Others include the current Blue Beetle, Aquaman (ofc), most wildstorm characters, Frankenstein... that's all of the top of my head
