Goku is to manga what Superman is to comics..... I'm not sure of a lot of artists wanting to top him, just out of respect.
Goku is a Saiyan, a race of bloodlusted warriors, who was turned pure by the bump of the head as a baby - however his competitive tendencies for fighting never went away. Even in pure hand to hand, I'd say Goku would take the cake. Or maybe I'm just a jealous fanboy
Hokuto no Ken is also completely revolved around martial arts and Hokuto Shin Ken's pressure point techniques are ridiculous (as well as their other techs). So, in particular I would go with Ken, although personally I prefer Kenshiro's namesake and predecessor Kenshiro Kasumi from Souten no Ken.
Yujiro Hanma from Baki - Son of Ogre is another ridiculous character as well. Apparently set in a somewhat realistic world, Yujiro is said to be the strongest organism on the planet; in Baki's words, "even AIDS and cancer can't beat him." Yujiro also seemed sadisticly hopeful that the American government would use a nuclear weapon to try to kill him....that kind of man is just crazy town banana pants.
So my martial arts vote goes to the tenacious Saiyan. However, for the most powerful characters in manga, apparently Sailor Moon has some stupid powerful beings, although I refuse to believe so until someone ACTUALLY can break down their powers for me. I've tried looking up a wikia with their capabilities (even on this site) and haven't found ANYTHING conclusive. I'm not about to read an entire manga series just to find out their strength. I understand they derive powers from planets and such, but that doesn't explain much. Would that make Sailor Moon herself the weakest of the bunch?
