The most obvious choice would be Wonder Woman, and for good reason.
Still I'm going to go with Batgirl. Even if she doesn't have years of training in every field like Batman, or have his billions of bucks, she still puts her life on the line to save others.
My choice is Ms. Marvel. She joined the military to be a defender of her country. Carol was a hero before she became a superhero with powers. She has a huge heart and has shown great self sacrifice.
