I don't think Magneto belongs on this list, He was never a "bad guy" He was just doing what he thought was right for his people(mutants). He sees the persecution of humans necessary to there survival, mutant that is. Where he goes wrong is seeing regular people as lesser beings because they don't have some kind of special power. Therefor. he thinks that the means justify the end. So I wouldn't say he's evil, just misguided.

As for most evil I'd have to say Red Skull and Joker take the cake.

Red Skull is the number one for me. Full of nothing but hate and doesn't have a single redeeming factor.

I don't think Galactus is evil. Nor would I put Doom and Magneto in the 'most' evil group either. Both have done evil things, but do them for what they think is right and not for pure destructive purposes.

Except for Mephisto, most villains in this list have some redeemable or sympathetic traits.

Red Skull, Purple Man, Bullseye, Joker, Darkseid, Major Force, Mongul Jr, Dr. Psycho to name a few.

Magneto isn't evil he's selfish.

Galactus isn't evil either. Think about it this way. you've probably killed 1000's of bugs in your life. Are you evil? no.

I would say Joker, Death, Sinestro or Mephisto. Don't know what the hell people are thinking when they were talking about Magneto.

DC: Darkseid, he is literally the God of Evil and has the deeds to back it up.

Marvel: probably Mephisto, Chaos king or that god serial killer in Thor
