Well they had crossovers so yeah.

DC's "God" stated that he was created by other more powerful beings and that he was only sovereign of his own universe (DC) and we saw him outside of it. A popular theory was that he was created by the "The One Above All" which is the literal God in the Marvel universe.

Toaa didnt create God/Presense of dc, besides. Current continuity theres only one God/Presence already confirmed to be creator of all in dcu.

Besides the crossovers arent canon so def no way Presence created TOAA or TOAA created Presence.

Both are God of their respected universes.
