Make A Team Of The Dumbest Villains Of All Time

Make a team of professional jobbers. They would get owned by the most incompetent superheroes.

I can think of a few:

Rhino

Killer Croc

Who else? My knowledge is limited...I would say Harley but she is considerably smarter than she lets on...she can be smart when required to be.

Overdrive is a good candidate.

Mr. Terrible is another.

Book dumb? Or dumb as in the idea of the character is dumb?
