No. Ultra-Humanite is a scientist that transferred his mind into an ape.  
 
Gorilla Grodd is a superintelligent ape from Gorilla City; a city full of, you guessed it, gorillas. Grodd also possesses telepathy, whereas the Humanite can transfer his consciousness from body to body.
 
The third famous DC ape is Monsieur Mallah, who was an ape that had its intelligence super-advanced by the Brain, and they formed the Brotherhood of Evil together.

@FadeToBlackBolt: how come dc database said ultra-humanite is from gorilla city too, and it also said he has telepathy.

@jobbernos: Ah, I'm out of date, sorry. Apparently he got a body from Gorilla City after One Year Later.
