Is there a Main City/Central Hub in the Pokemon Universe?

There are many cities and towns in the Pokemon World but is there a place which is acctualy the central place with the most population and the presidents/council or something? For example in One Piece the main area is Mariejois where the world goverment is, in DC its the Watchtower where all the heroes gather, in Fairy Tail it's the Mage's Council palace but in Pokemon is there such a place? or is it just seperate cities im pretty sure there should be a main area.

I am talking in general about the pokemon universe not in a specific pokemon game and these stuff

I'd say each region has that one big, central city, but there's no individual city that has precedence over all other cities in all other regions.
