Far as I know, it's always been an Elseworld. Post-Flashpoint, it's definitely not canon.

Everything "futuristic" in comics usually ends up being an "alternate possible future" so while the story is canon, it's not set in stone that it WILL happen. However, with the events of FlashPoint, the story and future are both no longer canon.
