shocker needs to be written better also as a anti-hero , instead of spidey's punching bag

Sandman; a solid case could be made for him to be in the top 15. Shocker, not really. I mean he would get pulverized by Dr Doom, Super Skrull, Galactus, Taskmaster, Thanos e.t.c. (Of course, most of these could also beat Sandman.)

Shocker, to be frank, wouldn't make top 50, maybe 100.

Sandman is strong, but has an obvious weakness: liquid.

10 times in a row? So not only did he beat Spidey on 10 separate occassions, but he also beat him back to back to back to..ahh..you see where I'm goin' with this.

Hard to believe that Pete wouldn't learn how to beat him after I dunno...the 2nd time.
