Is Luther Strode Still Image's Top Street Leveler?

Depends.. is there anyone who is classed as "street level" who is better than him?

Puh lease he is barely Batman level nowadays.

It depends on two things:

1-do you count top cow as "Image" even though the affiliation is ancilary?

2-Where is the line between street leveler and not street leveler?
