Bucky is more similar to Dick Grayson. Before Bucky became Winter Soldier, before he died, he was essentially the Robin of the MCU. His personality traits mirrored that of Dick Grayson. Also when Cap died, Bucky Barnes took his place as the new Captain America, just like when Batman "died" Dick Grayson took his place as the new Batman. Obviously now, with the news of "Grayson" in which the backstory is very similar to what Bucky had at the end of "Fear Itself". It's safe to say that Bucky has more in common with Dick Grayson than Jason Todd.
The only similarities that he has with Jason Todd is that he was resurrected (a month apart literally) and was a villain fighting against his former master for awhile, and that's really about it.

Bucky is definitely more Dick than Jason, although the new 52 portrays Jason in a more laid back manor so you can make an argument for Todd if you use his new 52 persona.
