The obvious answer is no. Different characters had their different strengths. If Batman is as good a marksman as Green Arrow, there's no need for Green Arrow.

No but he is still a talented marksman. He trained Dick on firearms, and he was shown to be an excellent shot. Also the things that he does with batarangs sometimes defy reason.

Yes pre-52 Batman is as proficient with batarangs as Ollie and Deadshot are with bows and guns. LOL at everyone saying nope.

No. Green Arrow is the best Archer in the DC universe.

Deadshot is overrated, he misses alot.

Yes, because being "the best" at something is what makes a character worthwhile. If they're not the best, then they're not worth the time or the ink.

Batarangs are tougher to use than arrows and guns and he still almost never misses his mark.
