I mean batmans armor is pretty tough it can stop small arms fire and knives but bane's knee can just shatter his spine. So the questions are
1.Is bane's knee considered a weapon
2.How was he able to break batman's spine through his armor

Armor isn't going to defy the laws of physics. Lifting a man up and bringing the small of his back down on your knee is still going to hurt...a lot.
A knee can be used as a weapon, just like any other part of your body.
As far as the armor, it's called gravity and laws of physics. Every force has an equal and opposite reaction force. In the last 2 films his armor plating was separated for flexibility.
Batman's armor in the movie wasn't so tough. He was strangled by Ra's Al Ghul, bit by dogs, beaten with a steel pipe by The Joker, and slapped around by Bane. His armor is designed to reduce injury, not prevent it.
The first two things that come to my mind are
1) The armor is obviously flexible enough to allow Batman to move relatively normally, including doing various aerial acrobatics and things that most normal people can't do in the first place. It may be good at stopping small impacts, but that doesn't mean it will just stop his body from being folded in half.
2) Compared to the comic at least, it apparently did provide some protection. In the movie, his back is only badly dislocated. In the comic, it's actually broken. That's a pretty substantial difference. He also has a vastly more rapid recovery time in the movie compared to the comic.
