In the DC universe, what's the "best" alien technology?

Yes the easier answer is that it's all plot-dependent, but I want to open it up for discussion. We have tech. like Kryptonian, Reach (aka Blue Beetle suits), Brainiac's tech, New Genesis/Apokolips tech, Guardian (of the Universe) tech (among others). All of these have at one time presented as beyond anything even Earth's smartest minds are capable of creating/understanding. Is there one or a few that are clearly above the rest? If a DC character wanted to arm themselves or build an advanced society, whose tech would be the best?

(I also have thoughts on why can't the many geniuses of DC-earth come up with inventions the other have. Like, if Luthor is the smartest man on earth, why doesn't he build things (/technology) like some other characters, like Ivo's Amazo, etc. You might be able to many of them are specialized (like Atom & size-alteration technology), but then many times the brains (like Luthor) are shown to be very intuitive & understand new technology (like how Ironman often does in Marvel, even with things outside his "specialty"). .....but I'll stick to the alien tech with this one).

Since he collects the information of different worlds across the universe, surely his tech is beyond the limit of any one planet...

I've always seen the Wish Machine more like a very weak plot device used to conclude a severely "messy" arc

I hadn't even thought of the Wish Machine, but I agree that it was primarily a plot device. I'm leaning towards Braniac as well, if only because he has such a wide coverage in tech (if only because writers have only shown us limited examples of New God tech, or Guardian tech, etc).

My fondness (/bias) of Blue Beetle makes me think a BB suit could be quite the weapon in the hands of someone who knows the ins & outs of it (as Jaimie in pre & post-52 has usually been shown to be shocked at what it's capable of). At the very least, it's more unusual than the other advanced tech (being able to sense Brother Eye when nothing else the heroes had could, etc etc).
