He would ignore it, trying to start a war against the batman? Trying to force him into giving up his identity? He made a suit to fight against superman for that exact reason, he'll kick all their asses left right and centre then make them his bitch for the remaining story arc.
Bruce would use his money to lobby congress not to pass the bill, probably stop it in committee, at the same time he'd make sure that the press knew everything that Tony was up to and if it passed anyway Bruce would be the one getting the rogue superheroes out of the country safely, leaving Tony to handle all the super villains alone. He'd also launch multiple lawsuits against the law, forcing it to the Supreme court. Basically the stuff Cap would have done had cw been written with any sort of intelligence or knowledge above an elementary level of the American legal system.

The Marvel universe has a bad history of having their governments abuse super humans, especially when it comes to mutants and military factions just trying to have their own controllable human weapons.
