There a lot of artists from the 90's that had an amazing style and layouts but most of them were just terrible and were drawing extremely masculine people, no matter their sex.

Some 90s bits and pieces from 2000AD comic

Jack Kirby Silver Star, Howard Porter JLA, Mike Wieringo The Flash is the best in 1990's. You can also argue Dan Jurgens Superman.

But seriously Rob Liefeld 1990's suck. John Byrne and George Perez 1980's art style is better than 1990's generic artwork. Even Neal Adams 1970's art is better than 1990's artwork. Even Jack Kirby , Al Palastino , Steve Ditko, Curt Swan artwork is better than 1990's. Even nowadays artwork is better than 1990's
