I'm debating someone on a different site, and they are claiming he is able to fight against people who are FTL. ..

Sometimes a writer just has to let the slower character tag the faster character so the fight can go they way they want it to. It doesn't make sense, but it sends the story in the desired direction.

Because of a plethora of showings of the Hulk holding back on street levelers, that is why he tends to be given the label of "slow" combat reaction speed. The thing is, tough super strong bricks are often shown to have slow reaction speed, while there are other showings of them contradicting those showings. It fluctuates depending on the story, really. General Wade Eiling has taken on the likes of Superman and Wonder Woman and a lot of other Justice League members, having no problem with tagging them whatsoever. Yet in another showing he has failed to hit Bronze Tiger, who while very fast for a human, only has Peak Human reflexes/reaction speed. Would Superman be able to outreact Bronze Tiger? Of course he can.

In my personal opinion, the reason why Daredevil can get several shots on the Hulk or Captain America or whoever is because he holds back a tremendous amount on street levelers. Think about it this way: If you're fighting a full grown man who is trying to kill you with his bare hands, odds are you are going to try and hit that man as fast and as hard as you can. If you're having a play fight with a little kid who's just trying to annoy you, you really could care less if he hits you because it's not like you're really going to be taking any damage. The Hulk isn't slow. Hulk lowballers will always say he is, but there's proof in the pudding. There are various showings that have him moving quite fast, but I don't think he has FTL reaction speed. Like the other dude said, he's capable of hanging with someone who does have FTL reactions.

No, but wbh can release gamma energy that can destroy cars. I believe this energy can travel pretty damn fast in a spherical direction.

Not even the likes of Superman and Wonder Woman can fight at FTL speeds. Hulk is barely around Spider-man's level in terms of reaction, and probably hypersonic when it comes to throwing blows.

Stated Reaction Time =/= Physical Speed

If he had FTL combat speeds (which not even THOR or SUPERMAN have) he would be the new Flash of CV. He's not slow by any means but he's definitely not FTL

There are almost no powerhouses in Marvel and DC with lightspeed reaction and combat speed.

And Hulk CERTAINLY isn't one of the exceptions.
