Personally that doesn't sound paranoid at all. Because honestly, the question which government is suddenly moot seeing as every government would have a stake in mutants. If you don't want to use them as weapons of war or run test to understand, control, or recreate their abilities, you still have to deal with the potential threat they would represent nationally.
X-3 didn't do a lot of things right, but I think they perfectly nailed it with :

It isn't that mutants aren't people, but rather that they are. The saying about power corrupting isn't essentially true, but likewise it isn't false either. If you give an individual an excess of personal power in society then you're just asking for dictators and madmen which are invariably going to arise. And every government no matter what their view on human rights might be would have to face that reality and plan accordingly.
