Sniper's require sniper guns, and sniper bullets. Batman checks all the rubbish bins for receipts for snipers bullets. Then he cross references this with all people who have arms and hands and very dexterous feet, then he has little magnets with microphones attached to their temples but camouflaged so their don't notice when they have their morning shave. Then when he hears them go to stake out his route to shot him, he throws invisible metallic homing batarangs that home in on the sniper rendering him impotent. His (Snipers) self esteem issues handle the rest and he turns him self into the police.

I saw someone post a video of that, we dont know if he dodged it or happened to move out of the way at the right time. Now if hes dodged a bullet directly, knowing it was pointed at him, I'd love to see the scan.

Batman dodges bullets all the time.
