I would say Tsunade sits around superhuman class 40-50, so stronger than Rogue but less than Colossus. Her striking force is based on chakra control, meaning she has to focus immediately before going offensive. This is evident when Raikage A defeats Tsunade in arm wrestling by releasing the force and then suddenly accelerating his fist the moment Tsunade's concentration is broken. I would call her a mountain buster but not a mountain range buster and I could Colossus/Thing busting mountain ranges if they went berserk. Scary to think what they do in bed, to the lady parts. XP

tsunade is not physically strong, is her charkra control that makes her punches powerfull, she has not trained nor weightlifted her entire life, the only physicall strong naruto characters are, Raikage, gai and lee everyone else uses Charkra to enhance body or uses 100% control for destruction like Tsunade and Sakura, if her physique was anywhere near the destruction/power of her punch tsunade would not be injure by mere kunais/shurikens nor C-A class jutsu, she would be similar to the raikages who are immune to C-A class jutsus, even the 3rd raikage can shrugg of S class jutsus, so the fact is tsunade is not doing the lifting but her charkra is, you take away charkra from tsunade and she would be no different from a normal human, you take away Charkra from Gai, Lee and the raikage but they will still be super human, naruto characters is all about charkra/ninjutsu even God Tier characters like kaguya have low level bodies/physiques, even the new boruto manga villain cant shrugg of A class jutsu hit on his body, naruto ninjas are no different than mages, high offensive power but glass tier Physiques.

for non believers just read the manga were tsunade teleports via transport of message jutsu with the raikage but her body cant handle the force, but then her striking power is much stronger than the raikage, The raikage power comes from his physique meaning he has a balance because his body is strong, so his bones, muscle, skin, strength, speed are all in teh same tier, tsunade on the other hand has a similar physique to naruto, kakashi, sasuke but because of her supreme charkra controll she can have extraordinary power but this does not change the fact that she has a similar physique to any other ninja, sakura has incredibly power with her fist but her physique is even lower than naruto, anyone who has read xuanhuan/xinxia/wuxia chinese novels will easily understand what internal Energy means, charkra is just internal energy.

then theres people like Gai and Lee who train harder than anyone in the series with their bodies, but they do this to minimize the charkra usage because they have so little of it this is where the 8th gates comes in, for every gate open the user gains a surge of charkra + the restrictions lifted for that gate, this is why it needs a powerful body, it needs it to deal with the charkra surge and lifting the limiters to the body,

Gai is physicaly superior to tsunade but his Striking force is not even 1/1000 of hers because his charkra is even lower than kakashi so he cant use Charkra to cover his arms/enhance nor does he have 100% control like tsunade,
