Trunks and Goten are half human, they don't have the same drive for battle as pure blooded Saiyans. Its unlikely they would train with the amount of dedication Vegeta and Goku do.

Given how extreme it took just to get to SSJ2, I'd doubt they would get to that.
Especially if Vegeta still hasn't gotten to SSJ3. (Not that I want him to anyway, hair looks stupid)
Saiyans are only as strong as their training. As mentioned, without a threat of constant danger, Goten and Trunks will probably never train with the dedication their fathers had, so they probably won't ever catch up to them. Even if they did, there's no way of telling if they could make it to SS3 or not.
@freefa11: Well I'd imagine that Goten and Trunks were able to turn into SSJs at such young ages because they were conceived when their fathers had achieved SSJ levels. Goten was trained by Chi Chi mostly. And I doubt that she had what it took for them to train a low level sayain to a SSJ. They have an advantage in genetics so achieving the other forms should be easier for them.
Considering the End of Z, Trunks and Goten will predictably never reach one of the higher Super Saiyan levels and neither will Gohan due to their lack of affinity for extreme and persistent training. Goku and Vegeta so evidently point this out throughout the series.
