He's a rougher, more pugnacious Captain America - a product of his time and a fists-solve-everything mindset. There are times when he does come across as a bully - like him beating up Hank Pym and kicking Bruce Banner, but you have to see that even in those occasions, his actions are motivated by good. He doesn't like bad guys, and he tends to have an aggressive mindset that can often lead to less-than-tactful decisions, but deep down he's a hero.
Too many people focus solely on the bad and that one 'France' moment, failing to see the finer points of the character.

Ultimate Captain America is disgusting. He's needs to be the next person to die in the Ultimate universe. Better yet, have the real Captain America put his shield in his head.
I guess it comes with the fact he's superhuman.. regular Cap is really humble about the fact he's no longer a puny asthmatic kid from Brooklyn, and that he can make a difference.

He's racist *and* sexist and has very backwards social views and a colossal amount of Americentricism. To the point of actually buying "Cheese eating surrender monkey" and "Doctor Who watching polite people with bad teeth" stereotypes.
