What makes Two-Face any more dangerous than the generic thugs/crime bosses that Batman fights?Has he ever even taken over the city,like Joker,Scarecrow or Bane?He just seems awfully weak to be presented as a threat to Batman when compared to most of his other villains..

He's just a mob boss. I think the reason why he's a major villain is because his rain for being a villain actually involved Bats himself

Two-Face is better trained and stronger than generic thugs, he's been able to stall Batman for short periods in H2H on occasion.
He also has better than average marksmanship, his plots are more elaborate, and he sets traps pretty well.

Two-Face is generally more of a psychological villain, as he and Batman were friends and he sometimes tries to be rehabilitated.
You call him weak, but you bring up Scarecrow, lol. But them into a room with each other without any fear gas and Scarecrow gets stomped. Hell, Scarecrow relies on chemicals to get things done while Harvey does not.
Also, just because he isn't the most dangerous villain doesn't make him any less of a good villain. He's a test of the mind. Also, he is dangerous, just not the most dangerous.
I feel like being a Batman villain makes you dangerous. Imagine a criminal that the police couldn't handle.

@thecomedian_: yes,but the problem is that scarecrow is never shown without his fear gas, and is enough of a threat to be able to hold Gotham to ransom,which i dont believe Dent has ever done.

He's a competent fighter and great shot with his pistols, but like most true Batman villains the source of his being a good villain is he challenges Bruce's detective side. He's had elaborate plots and gripping stories. Not to mention his back story is linked to Batman and there's always a different element of humanity to Harvey than most other Bat rogues.
