Green Arrow vs Captain America

Ok folks here's a big one. Green Arrow TV version vs Captain America movie version. Map is a big parking lot in Starling City with lots of cars. Both heroes have access to all of their equipment. Who wins?

Captain America his strength and durability are too much for arrow.
