Well, based on the fact the her heel seems to be cracking the floor as well, I thought this might have something to do with the Crime Syndicate, considering that Superwoman (WW's counterpart) usually wears black. Just a guess though.

Doubt it's an Owlman of any sort. I don't see the point of them dressing up as Batman, and even though someone pointed out that suit is black (or at least appears so), it still has a Batman symbol on it. I'd go with it being Dick or just Bruce himself, teaming up with the "villains" to stop something else. Notice the tagline is "the unimaginable happens", and not anything involving evil like everyone keeps suggesting it should be. I don't think the "villains" are going to be doing anything evil. I'm going out on a limb and just comparing it to the movie Megamind, (heroes gone, villains "win", villains go good to stop something else).

Comment of the month, maybe year.

Given that the man has a cape and the woman has heels and both are (presumably) villains, seems likely that they're Ultraman and Superwoman.

I'm thinking that those are the teen titans dressed as their adult counterparts. It was mentioned that the teen titans fight back, maybe they figured since the league is "dead," it was their responsibility to carry on the names. Just a thought.

But that doesn't make sense. He said he'd dump Parallax somewhere and that he had nothing left to fight for now Korugar was gone. It seemed to be implied he would take a self imposed exile until he rejoined the GLC in the future. Why would he be on Earth during Forever Evil?

Thats obviously Ultra Man and Superwoman on the Teen Titans image. DC is going to use this opportunity to soft reboot the Teen Titans. With a better cast of heroes and a new creative team is what I'm thinking.

Haha, with all the stories and covers DC shoehorns Batman into, I guess it's not surprising that he would be on the cover to the all-villain Forever Evil as well. Although I must admit, I am interested to find out why he's there, or who else might be under that mask.
