I've always been had a thing about Forge from the X-Mens power. The ability to make anything he can think of. It's pretty sick. Imagine what you could do with that. You could pretty much do anything you wanted with that power. But then there are some characters like Booster Gold, who, after finding out the reason he was such a hack is because of Max Lord, got to be pretty damn interesting. He seems to be fan favorite too, and even tho JLI is no longer being written (because it sucked donkey dick) is not a member of the JL. Johns wrote him for a while too. Oh well. Who are some of the Vine useres favorites.
favorite underrated character
I've always like the Falcon and thought he had potential, unfortunately writers never seem to be able to use him for anything more than to make others seem better.
He could be a pretty kick butt spy/recon kind of guy. He has the ability to link with birds via telepathy, which may not seem like that great of a power, but birds are everywhere. He can use them to keep tabs on and follow people basically anywhere on land, making it exponentially harder for villans to get away, and recently was shown able to link wth birds from other planets in Hckman's current run of Avengers, give him some better H2H ability and a new costume and he could potentally be a pretty good street level hero.
And while I'm on the subject of H2H abilty, I always thought he should be WAY better at H2H than he is depicted, he trained with Captain America (one of the greatest H2H fighters in the Marvel U) for years, I'm not saying he should be at the level of Shang Chi, Iron Fist, Captain America or Wolverine, but for crying out loud he should be able to beat a group of thugs with relative ease.
So to reiterate my point, I think he has potential but writers seem to negate him to the "Oh no! My sidekick is in trouble!" role.
It used to be Aquaman, but with his recent popularity and revival by Johns, I don't think he really qualifies as underrated anymore. I guess my favorite underrated character now would probably be Moon Knight. Most consider him either as another Batman clone or just a mere street vigilante, but I really enjoyed his portrayal in Charlie Huston's run. Where MK was not just another superhero in tights, but basically a fanatic worshiping his god.

For what it's worth, I remember Falcon being able to take on five (six?) Russian special forces soldiers in hand to hand during Brubaker's run of Cap. But yeah, I agree, Sam doesn't get enough love. I also really like the Ultimate iteration of the character.
Spiderwoman
Hawk and Dove
Legion of Superheroes..but I get that lol
Cyborg
Cheetah
Songbird/Moonstone
Penguin
Daredevil, Wildcat, Namor, Elektra, Moon Knight, Aquaman and Hercules? I wouldn't say they are under rated. Daredevil, no way. He's very popular and Waids run is getting incredible reviews. I think it sucks, but with so many people liking it, I'll admit it must be me. Namor has been used a shit load the last few years in X-Men, and now he's New Avengers getting a lot of time there. Plus he was one of the Phoenix 6, 7 or 8. What ever it was. Electra pops up all over the place and is always getting called the "Worlds Greatest Assassin" What could be her DC counter part Lady Shiva is under used. Moon Knight just never makes it. Everyone knows who he is, and he's been had his own title about 6 times. To bad. His last run, by Bendis and Maleev was cancelled and that was hands down one of the best 5 books coming out that year amongst Batman New 52, and Uncanny X-Force. With how popular Daredevil was when Bendis and Maleev were doing it, I'm dumb founded it didn't kill it in sales with how good, and the fresh take on it was. Aquaman I might agree with, but Johns has made him a super star. Herc, like Moon Knight keeps getting chances but never does as good as his fans want. Wildcat tho................cool ass character. Yes he's under rated, and I blame his stupid ears.
@thecannon: don't blame the character, blame the writing. He's just written so damn awful. I think EVERYONE likes Blue Beetle. Plus look how cool he was portrayed in Young Justice. He needs to join a group again. He was great in the JLI maxi-series that went week for week with Brightest Day. It's the writing. DC needs to realize this.
Batman.
I've always thought Batman to be one of the most underrated character out there. I mean, he awesome movies and even better comics, but no one seems to notice him. Every one seems to just write him off as just another run-of-the-mill, cliche, super in a in a cape, all because he's overshadowed by heroes like Green Arrow and Hawkman that get all the publicity! Now his comic are probably all getting canceled because nobody pays attention to him!
Please, guys. All I'm asking is you give the Dark Knight a shot.
Man, that was fun.
On a more serious note: Aquaman, despite Johns' amazing writing, is still a pretty underrated character that deserves more respect.
Also, Falcon, Shazam, Wildcat, and Hellboy are all pretty underrated.
The Question, Red Tornado and also The Phantom Stranger. I find these characters interesting, but I guess they are not that popular.
When I first read the topic the first person who came to mind was Forge funny that's that he was the first to mention. Also feel Qusar (Wendell Vaughn) should have gotten more love.
Bane and yes I know I already posted this... Soon though he will become more powerful than you can imagine!!!
Vigilante
QUESTION!!!!!!
How about Beast? Everyone likes Jean, Kitty, Logan, Scott, Storm or even Gambit. But I swear Beast never seems to get his due. Dr. McCoy is the shit!
THIS! X100000000000000000000000000
Beast - As someone pointed out earlier, the most ignored X-Man, he deserves a lot more credit!
Fantomex - You gotta love this guy from X-Force, I've been a fan since he was introduced in Grant Morrison's New X-Men run
Blackbolt - Arguably the strongest character in the Marvel universe as of now?
Heck, I feel Deadpool is underrated underwritten too. Few writers understood the depth of his character and wrote him as well as Joe Kelly. But no compaints, with the Deadpool game coming and all (looks pretty dope btw)
Martian Manhunter - PUT HIM BACK IN THE JUSTICE LEAGUE WHERE HE BELONGS, DC!
Damian Wayne - Some of you will hate me for this but he is an incredible character and his death was just very , very unfortunate! Barely ten years old and he's nearly as skilled as, if not on par with Dick Grayson and even managed to take out Dick, Tim Drake AND Jason Todd in the new 52.
Aquaman (He's become quite popular since the reboot and FINALLY getting the fame he deserves, so never mind.)
Hellblazer / John Constantine - One of THE most BAD-ASS characters ever created! Sadly, I don't dig the new 52 version of Constantine, I prefer the classic Hellblazer volumes. Must read!
@tg1982: Good call on Falcon. He's always been a favorite of mine. I agree with your point on H2H as well.
I also agree with Ragdoll, Black Lightning, and Vision.
I'll add Looker, Mantra, Katana, Mockingbird, and Geo-Force to that list as well.
