Meme can be phrases, images, texts, gifs, etc... It's not limited to static image macros.

Do not take the actual meaning of meme to try and win this argument, you know what the OP means by meme.

Anyway, that gif could trigger seizures, I think you should take it down.

He asked memes, that's what he's having. No matter what form they are presented. Changed it to a static image.
