Werewolves when wolfed out should be stronger, run faster, and have a better overall sense of smell. Vampires should have more powers like turning into smoke, climbing walls, being able to control people's minds, be more agile, have faster reflexes, and have a better nose for blood, like sharks.

I think with all the possible powers Vamps can have Werewolves deserve to be stronger.

For me it depends on the age of the vampire (and to a lesser degree the age of the werewolf) but also in general I think vampires make for better solitary creatures that will occasionally group together where as werewolves make for better pack animals that occasionally go their own way. So under that dynamic I think its better for an average vampire to be stronger than an average werewolf, but there to be more average werewolves. I do believe in power of longevity too, so either creature should get stronger with time which throws off the curve anyway.

Elder vampires > Werewolves > young vampires.

Part of that probably comes from playing Vampire the Masquerade and Werewolf the Apocalypse in high school, but it was a pretty well fleshed out setting, and the idea of vampires growing in power with age is hardly unique.
