He is a hero in his own mind... which many villains believe, the problem is that he will kill you if you don't follow his lead and is considered expendable.

Do I consider him to be a hero? Nope.
Same reasons I don't consider Lex Luthor or Magneto to be heroes.

Yet he killed a band for not being able to play the minute waltz in a minute, and he broke his primeministers neck for assuming he could take over Latveria at a time when everyone thought (if not hoped) Doom was dead and gone in Hell.
From time to time he has shown some heroic traits. In fact, Doom would be a hero the world would just bow down to him.
No, he is not a hero nor a villain, he just does what he believes is the best thing to do, whether that be killing someone or helping someone.
Doom is too much for those labels.
Doom is doom he does what he always believe to be right no matter how unethical or cruel it may seem.Sure there times when he is down right evil but there are also times when he shown to be noble he never wants to down right just kill a person on whim but will to show he is not weak but how he also generous allow his opponents to live to show his merciful side he wants the best for humanity but he believes he alone only one to rule it

he has also done a lot of horrible things too. He's a bad man that has done good things. If you were to walk up to him and kick a stone at him he would strike you down. If you don't acknowledge him as a king he will kill you for not showing respect.
He does what he thinks is right, I am fine with this, better than cliche villains talking about doing evil bad things. I like him a lot.
He is not your typical villain with crazy evil mind and puppy killing attitude but calling him Anti-Hero would be really impossible due to so many action he made.

No. I consider Doom to be an egocentric, egotistical, megalomaniac with humongous adequacy issues, which he covers by keeping everyone at an arms length, hiding behind his visor and referring to himself in the third person. If that doesn't scream psychological issues the size of Mount Rushmore I don't know what does.
