he still has the mentality he had from the time he is from. He wouldn't suddenly stop being racist lol. The movie "cleaned" it up a bit when they asked if he hates nazis he responded with I hate bullies, to make it 100% clear he isn't racist lol. ultimate cap still has his soldier mentality. He will kill someone no problem where as 616 has some sort of kill code like he forgot he was running around gunning it up with bucky back in the day.

Ultimate Captain America was mostly commenting on the French's military actions, I don't think he's ever said anything about the French people. He has a lot of heart to heart moments, such as taking down and getting Giant Man arrested for abusing Janet.

People just see that one scan of Cap and think he's some asshole, he's not.
