Even though I believe Krillin was confirmed to be the strongest human (excluding Uub) Tien always seemed superior, or at least in Dragon Ball. Remember how awesome Tien was in the world martial arts tournaments in DB? He was busting out a lot of awesome techniques, including the rival schools Kamehameha wave in one try (iirc), plus he gave Goku the toughest fight he had ever been in up to that point, so I always thought he had the most potential. Lol I wish he stayed awesome :/

Tien did imo, he did the Kamehameha against Master Roshi without even training.

@guru_crack: he's about as human as you can be

He has two human parents, him being a reincarnation doesn't change that (considering nearly everybody in db is a reincarnation)
