I honestly think the list of heroes that can pull this off (besides those unreasonably powerful, who are excluded in the OP) is very short. I'm not sure I "trust" that any group of three could do it. "Hope" is a better word.
If everyone's on the first five floors, that's one thing, but if everyone was evenly distributed, it would be a real feat, assuming the building is on the verge of collapsing.
Am I this hero's priority? Because I don't imagine my chances of being saved by most street level characters, along with 1,000 other people, before the building collapses are that great. :P
I would say early Spider-Man would be on my list, mostly because his Spider Sense would help him locate more people much faster than most street levelers.

Could it be that there is some misconception about what DC heroes and street to midtier mean in this thread?
Well, I was rescued from a burning building in real life. I don't think ANY of what I consider mid-term heroes could really pull this off. (In Marvel or DC) The building I was in was only 3 stories, wasn't collapsing and I am very fortunate to still be alive thanks to some very brave fire-fighters.One thing most folks don't know about fires in contained buildings is you cannot see, at all. I don't say your vision is impaired, your vision is gone. The smoke, is almost certainly instant death if you're in for more than 1-2 minutes max, no human can take that kind of carbon-monoxie poisoning. So, I think you'd better hope that a top-tier guy like Thor or Superman is around.
