The American city is like the Old West, where druglords and corrupt politicians are the new cowboys, and the police are either helpless or paid off.

African-Americans, struggling financially and politically, find it profitable to create narcotics rings in cities such as New York and Chicago.

The 'Dark City' portion of Batman: Zero Year is nice too.

There's something more digestible about urbanization paranoia in comics rather than Orwell books or Proyas films.
