How is the joker ahead of characters that clearly serpass him? Doom, Maggy, and at least Galactas or maybe Paralla, but it's ultimately just a clash of opinions so it really doesn't matter that much, just, the Joker?!?...whatever

if that's not a rhetorical question, the answer is votes. Joker had 47 votes while doom had only 44 votes. there was also a few other variables which placed Doom in the fifth slot and Joker in the first slot.
I'm sorry you are not happy with the result. Maybe next time you will be able to participate...and the result might be different...
@Jnr6Lil: I disagree. Its not really about if a character appeared in a comic in a certain year. I think its more about opinions at the time. For example, the heroes list shows that we had a large amount of Storm fans at the time...I am curious who would be the number one
