I'll start with Emperor Penguin from Layman's Tec run.

Agree with all except the bold
This is going to be a pretty far fetched character, but back in the day, there was a character used in Spider-Man comics called the Foreigner, or simply just Foreigner. This dude was an absolute beast. For a human, he was able to stalemate Spider-Man, and he also carried on an affair with the Black Cat if memory serves me correctly. He was also part of Sabretooth's history and was said to have trained him back when he wasn't a mutant or an enemy of Wolverine.
That character was essentially DC's David Cain, mixed in with a little 007. He was a really cool character and it's very surprising that they haven't used him for a long time. I think he deserves to be brought back.

The way mutants work in the Marvel universe, a mutant is always a mutant (unless they take the cure, I think) from the moment they're born. If Sabertooth is a mutant (and I'm honestly not sure if he is...) he always has been.
@squares: True but the thing is his mutant heritage wasn't really brought up in the storylines of his early appearances and it really wasn't until he started appearing in X-Men comics that he was confirmed to be a mutant. You're right though, Sabretooth has always been a mutant and has never been identified as anything else, it's just that in his stories featuring the Foreigner that part of his character wasn't fleshed out yet or addressed.

@beaconofstrength: who would you want on a Taskmaster solo?
@dagmar_merrill: It really depends if it was a comedy or serious comic. If it was more comedy than pure action, I'd say Nick Spencer; if it was more action based, I'm not too sure. I'd have to think on it.

- Riddler (had a great showcase in Savage City in Zero Year, but his arcs that are good are so few and far between I'd love to see this continued)
- Rhino (for the love of god someone write him as something other than a jobber)
- Killer Croc (same thing as Rhino, should be an ultra-threat to Batman but is a perma-jobber)
