Who do you think is the most developed character in comics?

Who do you think is the most developed character in comics?
Superhero? IDK. If we count villains, then in DC it would be Sinestro. The only one close to him would Lex (could arguably be first). For Marvel, Dr. Doom, second Galactus (yeah yeah, not a real villain) or Thanos.
IMO, villains are WAY more interesting and developed than heroes.
However, the best developed characters are easily in comics not in Marvel and DC. So, many of them aren't actually even superheroes.
