Well.. does him having a portion of Galactus' power essentially mean that he's a fundamental part of the universe? Like, can you kill the power cosmic? I don't know, just throwing that out there.

Hyperion seems to be as strong as the story needs him to be. I think if it came down to it he could rip off his head lol.

Yes he can. He can be beaten to death that is for sure, also a reality warper could kill him or a powerful matter manipulator.

A being's ability to die is independent of their power or ability levels. When something is killed, its because it receives more damage and injury than it can tolerate or cope with. Hence any character/being that can inflict the required injury and damage can cause the death of that other creature or entity. Lets call the being whose mortality we are questioning Person A. This doesn't mean that Person B, who in this situation is attempting to kill Person A, needs to be stronger or more powerful, it also doesn't mean that if they are stronger or more powerful that they can inflict enough damage and injury to Person A to kill them. Some characters are more durable and resilient than they are powerful, as far as offense abilities.
Silver Surfer like everything can be killed. As a fictional character, what is necessary to do that will depend, but the character reacts to blunt force fairly typically. The Thanos character in a fit of jealousy brought Surfer to the brink of death after 7 or 8 punches. The Thor character has rendered Silver Surfer unconscious and even dented his head with a head butt (Thor was damaged as well) and sufficient dense energy has left Surfer cracked and in pieces. Naturally Silver Surfer is intended to be a very very powerful character, so although he can be killed it would require significantly much more difficulty than say killing a fleshy human thing. Ah comics.

A lot of people can kill Silver Surfer.
Thanos physically beat him to a pulp with minimal difficulty. Anyone with his strength should be able to do the same.

He died twice within the space of two Avengers Annuals in the 616 universe. The first was when he drank a powerful poison provided by the Collector in order to enter Death's realm with the Avengers (West Coast Avengers Annual Vol 1, Issue 2). He was then killed by Korvac (Avengers Annual Vol. 1, Issue 16) when the Grandmaster usurped Death's power and pit the Surfer and the Avengers against an incarnation of the Legion of the Unliving. Korvac stripped the Surfer of his protective silver coating while in the void of space, though the Surfer did succeeded in his mission via kamikaze run.
He was resurrected at the end of the storyline with the rest of those who had fallen, so it wasn't long, but he was killed. Those are the only instances I can recall off the top of my head.
