He would make gotham a MUCH safer place. Characters like joker, bane, croc, etc, who consistently kill people when they somehow get outta jail would eventually die at Black Panthers hands. That's just how he operates, if it is proven to be necessary to kill someone for the safety of the masses, he will do it. Half of the villains wouldn't even be alive anymore.
Black Panther would escape back to Wakanda after seeing how gritty Gotham crime life is.

Lol, Batmite would scare us all ,but the Black Panther is prepared and has accessed the DCU records and has a plan.

I think he'd do a great job.
He's intelligent enough to match wits with Gotham's Rogues, his physicals and tech/resources are both better than Bruce's, and he even looks like the Bat - so the whole fear aspect's there. Maybe he could even use Wakandan tech to upgrade Arkham, considering that place has the worst security record of any DC penitentiary.
But overall, I'm not a big fan of the street-level Panther. The international king from Priest's run or the genius superhuman from Hickman's stuff is more my type.
Okay so for the general question, we have a general answer, that black panther will easily manage to everything better than Batman because he can kill anybody anytime he wants. No morals.
Now to a different approach, as we all know, the villain of a superhero is just the mirror image of the hero's personality. Like a psychotic killer is the villain for a psychotic man wearing Bat suit. A genetically altered symbiote is the villain for a genetically altered man-spider(with hyphen). So going by that analogy we have, just exac villain to Black Panther and he would do exactly what he does in Wakanda.
crime rate would go down and arkham would be a whole lot emptier. but there would be a villain cemetery.

Dr.Hurt. That dude destroyed Batman without ever laying a finger on him. To me he is probably the greatest Batman villain yet no one ever mentions him.
The Cool thing is, he'd do great break Bane, kill Joker, and do everything Batman doesn't have the guts to do and when the world comes to get him, he uses Batman's contingency plan on the Justice League and ends up escaping working at night well prepared for more fights.
Also he is still a king and diplomatic immunity is still in effect. All he needs to do is prove that in some alternative universe he is king of a country and he gets away because he has diplomatic immunity and not enough proof to lock him up. He's then a well known hero who villains fear and despite heroes trying to catch him in the act, they never will and Gotham will forever be free of psychopaths.
Joker dies, Bane gets broken, Gotham is safe and everyone gets free iPads.
No, they'd get the far superior Wakandan tablet - the bPad (see what I did there xD)

And if the JL notice BP killing villains, they aren't going to immediately kill him. He could explain his reasoning. He could probably convince them that what he is doing is right.
Batman's my favorite hero, but I have to say Black Panther would do better, he's got access to Wakandan technology, has four lifetimes of experience, and he's actually willing to kill Gotham's rogues.
@rustyroy: Yeah BP would be in Gotham for two weeks until the book gets canceled lol. Then siddenly he winds up back in Wakanda because their was "urgent business" or some excuse.

How is he such a great hero? He let the Joker get away with bashing one of his sons brains out and didn't kill him, didn't even cripple him.
