Citizen Steel. He doesn't have regenerative abilities like Doomsday and Shaggy Man/Eiling do yet he was durable enough to knock Gog flat on his ass which was something not many of the powerful JSAers at the time, Kingdom Come Superman included can lay claim to.

Probably General Eiling or Validus but i dont think he counts as he can fire energy bolts.

I dont think you are actually going to have a hard time finding someone who 'just' has super strength and super durability. Doomsday, regenerates and evolves, Lobo just regenerates, Eiling/Shaggy man also regenerates.

That said:

Mongul, Mammoth and Kalibak might qualify.
