Best tactical duo in skills/training/experience

Some of DC and Marvel's top tacticians, strategists, and spies are put together to test their skills, training and experience against one another. Each duo is put into an unfamiliar environment with the same resources at their disposal. This is not a test of their hand-to-hand skills or their sharpshooter skills. They aren't killing each other. This is a test of their tactics and strategy and who can out-think the other. Which duo's skills compliment one another to take the win?

Batman & Black Widow

Winter Soldier & Red Hood

Black Panther & Oracle (Barbara Gordon)

Nightwing & Punisher

Nick Fury & The Question

Wow! (jaw drops) I wouldn't even know where to start. Some very awesome combos here. My gut tells me that Nightwing and Punisher would come up with some ridiculous next level tactics. But I don't know... great question! Hope you get some interesting replies.

Brilliant teams. I would honestly love to see any of these in action (WS and Todd would probably hate each other, though; too alike).

Since this isn't a fight, I'm going with Fury and the Question (masters of espionage, intelligence and inquisition). Most of these guys are too heavily geared towards combat.

Batman and Black Widow are a dangerous combo. I can see Black Panther and Oracle or Nightwing and Punisher somewhere up there.

Winter Soldier and Red Hood get my vote just because I'd love to see them together wreaking havoc on some A.I.M or H.I.V.E or Hydra minions.

In terms of pure intelligence and espionage? Fury and Question most likely. Although there are a lot of good combinations.
