Best Superhero/Villain rivalry
Superman and Lex. They are each others perfect antithetical reflection. In purely aesthetic terms, I'd also peg Doomsday. Those fights between them are damned legendary.
I would also say Batman and Joker, but Joker doesn't really hold Bats as a "rival" per say. I don't know who'd be Batman's perfect rival beyond that, because many of his opponents are like opposites of him in at least some regard. Ra's might be my vote here.
Invincible and Conquest is another favorite of mine, although it, er... came to a bitter and gruesome end. Mark never did have a rivalry like that tho, not even with Thragg.
Hal and Sinestro is another great one. The Sinetro Corps War still remains one of my favorite omic book arcs of all time. Loved that last fist fight they had with Kyle thrown in there.
Can't think of too many others. Very few heroes have that perfect villain.
EDIT: Charles and Magneto, Wolverine and Sabertooth. Can't believe I forgot about the X-Men
Reed Richards and Dr. Doom. It needs to be personal, otherwise it's just two dudes punching each other.
Dr. Doom once came to the Fantastic Four's aid because Onslaught kidnapped Reed's son, because only he may enforce such anguish upon his arch-nemesis. Luthor wouldn't care, Black Adam wouldn't care, Joker and Magneto might. Those rivalries are on another level.

As of now for me, Falcon vs Baron Zemo. I can understand where Sam's coming from, with Zemo butchering Ian and all that stuff

I have my favorites from both DC and Marvel.
Superman/Lex Luthor: This is arguably the most perfect hero/villain rivalry in comics, for comics. I could talk all day about the ways in which these characters play off each other perfectly.
Avengers/Ultron: I love the relationship between this team and Ultron. The regret and foreboding with which the Avengers regard their greatest foe is palpable. Ultron is a grim footnote from the glory days that refuses to go away, a sword hanging over the heads of the Avengers long after the team has disbanded. He's a bit of a taboo subject with the Avengers, and makes them wonder if all the happy coincidences that led to their founding the team were worth the perceived belittlement that led to Hank's breakdown and creating the monstrosity. And, due to the AI's frightfully malicious nature, you can bet that things are going to get serious real fast whenever he appears. What's more is that he's a very versatile villain. He can be anything from a "personal" enemy of Pym's family and friends to a world-ending threat.

A rival is "a person or thing competing with another for the same objective or for superiority in the same field of activity." So as far as rivalry goes, I feel like it's Bane more than any other Bat-villain.

Hmm, true. Maybe I need to rethink my mention of Ultron/Avengers. Pretty sure most of the Avengers don't want the same thing as Ultron.

Batman vs Joker - definitely one of the greatest comic rivalries of all time
Superman vs Lex Luthor
Ultron vs Hank Pym - The Oedipus complex dynamic and Pym's sorrow over creating Ultron make for a great rivalry. One of the few comic book rivalries where the villain comes across as more powerful
Captain America vs Red Skull
Xavier vs Magneto - The long friendship makes this an interesting rivalry
Thor vs Loki - brothers and eternal rivals
