He's a teenage magician made by Neil Gaiman in the mini-series The Books of Magic. I've read that and it's excellent, it has Constantine, Phantom Stranger, Mister E and Doctor Occult showing him the ropes and introducing to the magical figures in DC, like Zatanna, Doctor Fate, the Spectre and much more. He's kind of like Harry Potter, in appearance and age at least.
He's destined to become the best magician of his age. His best feat, that I have heard of is creating a thousand universes/worlds subconsciously. His powers are similar to Franklin Richards, but are widely considered to be more powerful.
