The criminal element is at war with itself and Batman (synnecrosis). The criminals are also in a parasitic relationship with the city. As far as Batman's relationship with the city:

Batmanism.

Batman could try to do this, but the belief that all the problems in the world are only caused by socioeconomic or the patriarchy or anything, dont understand how humans actually work.

In short: Batman cant beat human nature.

I'd say it's closer to Amensalism. Batman has done a lot to improve Gotham, but in the end the crime rate eventually stays the same - mostly because the comics won't allow him to actually clean up Gotham - while Batman is very self-destructive in his crusade.

He knows that he can never really win, but he does know he can make big differences in the lives of a few, even though he may not be able to rid Gotham of crime entirely.
